Running to places is what I have been doing. The only reason I really had for finding it was the thought that I might need it to blast rocks again. I was always the one in Uru who had strange things happen to them too.

Bubba Jake, there is a place where you can have the cart facing (end with Blue Laser) somewhat towards the opening in the fence. Then you should be able to aim upwards toward the machine producing the red beam. I used another area over by the red stone wall. The track leads away from the river and the rotating bridge. I used this spot opposite CW's place with the cart & the Blue laser machine facing somewhat towards the tree. From here you have to aim to your right and sorta shoot sideways from the cart. Basically you have to find a spot where you can get the Blue beam into the area of the machine producing the red beam. Trial and Error. You'll know when you hit it.

In case you haven't tried it yet . . .
SPOILER
When you are sitting in the cart, there is a piece of fabric facing you. Once you put the cart in laser mode, a picture of what the cart laser is looking at appears on the fabric. When you move the laser, the fabric changes to the new place you are looking at. So once the cart laser ie aimed at the red laser, you will see it in the fabric.
I got the cart laser aimed at the right height in the sky and then moved it sideways. At some point it crossed the red laser beam and poof! bye-bye red laser.
