According to the FDA listing, these are all large cases of meat - not the packages you’d find in the grocery store. It would be up to the purchaser of these large cases to make sure the meat wasn’t repackaged for sale. Could also be cases that would be purchased by restaurants. Again, up to the purchaser to heed the FDA recall.

Yes, but they also said that the meet could have been bought by consumers in another article and thus to check your freezer. I'd much rather be safe than sorry

How would you know? Are the codes that are listed on the USDA linked site printed on the packages from the grocery store? I don’t have any beef in my freezer or fridge at the moment, so can’t check.

There was a code that was supposed to be listed on the beef in your freezer
