There's a walkthrough here that should be able to help you out. The walkthrough does not mention a hints feature and you would think it would be mentioned if there was one. I hope you enjoy the game.

East Side Story is the fourth Carol Reed game. The journal (or hint book, as you call it) wasn't introduced until the fifth game.
