I think you're not seeing any options to move because you may have taken the incorrect route (I did the same thing!). Backtrack from before the waterfall and try a different route. From the UHS hints: The correct route is the one to the front edge of the cliff.
From the left of the waterfall, move down (press "A" to hang on the ledge, and "A" again to drop to the lower ledge).
Do the same for the next ledge.
Move to the back of this ledge, then jump over the gap to the back wall.
Move to the right of the edge, then forward, and climb up.
Hang on the ledge, moving back and to the right. Drop down when over the ledge.
Move forward a little, just to step down. Move to the right side of the ledge.
Stand George so that he is facing the ledge, until you see the option for him to put his back to the wall.
Walk George around the ledge, back to the wall. Then move to the right.
Climb up, to the right. Jump to the right.

The one inside the wig should be blonde. The wig is NOT blond.  Look close inside the wig. I can't remember if there's an eye icon that you can use in the inventory. See if there's one and try it.
