You don't jump from one room to another directly. You walk the ledge, go to the correct spot and shimmy that to get to the third floor room.
You see the room below at left. The way first is at right.
Also maybe lowering your video/audio acceleration will help.

The video/audio is your computer's not the game settings. But you can also play with the game settings.

As for the cutscene, maybe after it runs - does it just holds or it goes to the desktop.

As for how to get down there:
Go right. After the canopy, jump down to shimmy the ledge. Drop down to the balcony on the fourth floor. If you go left, a scream will be heard from a lit window. Go right and climb over the railing. Drop down to the 3rd floor ledge. Walk to the left until you see a policeman's shadow on the window. Drop down and shimmy the ledge. Shimmy left and climb back to the ledge after passing the guard's window. Enter room 304's window.
