I am at the end of the game and have made the bombs to burn the rope but I can't seem to get a hand icon. I only get an eye icon wherever I position myself.

The bombs and balloons might not be made correctly.
Be sure that the 2 balloons are tied together.
The label of each of the 2 should be hot air balloons with a scarf.
Then combine them to make hot air balloons attached by a scarf.
