I cannot get the right click to rotate feature to work on the torn pieces of the note. I have both groups of pieces, have combined them, and am able to move them about. However, they will not rotate, so I am stuck at this puzzle. Any suggestions?

Try left-clicking on a piece to pick it up, and while it is "stuck" to your cursor, right-click and see if that rotates it.
