It is random so you have to go by trial and error

Flick a switch at a time then zoom out and see if you have turned any lights on.
Explore lighted areas as you can.
Repeat to get to all areas you need to.

Have you used a clean swab on James' ID card, and examined it in inventory to read XFAD 8673?
