i am on the 21st floor and trying to enter the libary, but i need a key. where do I get it from.

There's no key for the library. You'll only be able to access the room when Nolent is inside. You can check Nolent's current location by checking his character profile. Until he returns to the library, see what else you can do around the island in the meantime.
