Did you manage to complete any of the clock puzzle or none at all? Have the ham operators all been given their cues? Make sure to examine the paper with the hobo glyphs in the room downstairs.

Are you able to get an active cursor on the base of the clock? Nancy should then say that she needs a special key to open it. Take the key from inventory and click it on the base and the clock door will open.

Pick up the gears from the right and place them on the pegs to the left. When a gear is on the correct peg you won't be able to move it any more. This is a fiddly puzzle. Keep placing gears until they link together in an unbroken line and the mechanism is able to work.
