I have marked the tire, I've used the scissors on the piece of rubber and now have the round patch. According to all the walkthroughs, Raul should now take the patch from me in conversation but it's not happening! I've tried everything: handing it to him, talking to him, and it just gives me the "ending" conversation option. Am I not doing it right or did something glitch? Thank you!!

I have another problem. I quickl brought the inflated tire to the fountain, but it defated before I could see and mark the hole. Now, I can't blow the tire up to try again because the tire is wet. What now?

I don't recall that it being wet stopped me from inflating the tire.
Try going back to a saved game before you inflated the tire and try again. Best save at that point so you can replay if you fail in that run.
