I loaded Mata Hari, and it loaded fine. My issue is that the people walk very jerky and slow. I had another game do this, and I did something to make the game move slower. Is there something I can do to take away the jerky movements?

If there in-game graphics quality options, try adjusting them to a lower setting. I haven't played the game yet, so I don't know if there are any.

According to the manual -

Mata Hari Game Manual

The quality settings are there. They recommend turning anti aliasing off for better performance.
