You just need to store the head of the figurine on the top shelf in the evidence room - Not attach it to a figurine.

The number is random. The paper you see with the number written on it is upside down -- so write down what you see, then turn it the other way up and dial that number.

If you have another phone number on the readout of your PDA, you will get a busy signal even tho you touch toned the number from the photo.

I had that busy signal over and over until I noticed this.
