I am in the club dungeon where I am supposed to take the handcuffs but I can't seem to take them. The eye icon comes up but not the hand .The Army knife is in the hand but nothing happens. What am I doing wrong?

Be sure to examine the painting on the wall, that is the trigger for being able to take the handcuffs.
