PJ, a locale is not something that moves. A "locale that holds fuel" could be an underground tank. Again, you justify your work by twisting synonyms too far. Cryptics with "good" twists are fun.

Thanks Denis; modern usage seems to insert a hyphen into a number of words where I would not have expected one, particularly words such as preempt with the double vowel pronounced as separate syllables.
