What becomes of an in anions and why?

I am not convinced that locale can be a mobile receptacle such as a tender for a steam locomotive: I think it has to be a fixed place.

anions are ions (with a negative charge, but ions, nonetheless).

supple is a synonym of tender: what's the rule
on that, Pandora? I got noodled a few times for
that in the past!
Would the clue be legal if, as example:
Tender and flexible (6) to clue "supple"?

Some are obvious: like Toronto = city, but city <> Toronto.

Thanks Denis; modern usage seems to insert a hyphen into a number of words where I would not have expected one, particularly words such as preempt with the double vowel pronounced as separate syllables.

Here's one from a recent paper which was a new term to me:
