Stephen, the arrows don't move until all of the symbols are correctly placed.

oh so do i just click ndividual symbols or the whole set?

To do the cipher puzzle - click hold a symbol-wheel and drag it to the place you want it positioned.
When you finished the puzzle, the top and bottom arrows are released. 4 symbols are locked as a set making 5 sets.
Then turn the wheels or click the top arrows the number of times noted in Kate's case notes.
