s'gotta be errata
rat = tar = Jack back ?
Only reference I could find: jack3 noun 2. a container for liquor, originally of waxed leather coated with tar.
Btw, how did "Heather not in charge" = era ?

Jack Tar (also Jacktar, Jack-tar or Tar) was a common English term originally used to refer to seamen of the Merchant or Royal Navy, particularly during the period of the British Empire. By World War I the term was used as a nickname for those in the U.S. Navy.[1] Both members of the public, and seafarers themselves, made use of the name in identifying those who went to sea. It was not used as an offensive term and sailors were happy to use the term to label themselves.[2]

Good teamwork boys! Sounds like the Belt should go to Canada while some of the bling is scattered across the antipodes, but I'll leave you to negotiate... ===[**WCF**]=== You can blame Soot for the clue, prompted by one of his roundabout puzzles, and of course Denis and Cheryl for their recent foreign language forays.

This looks like a not quite double def, with ' indicating that we have to drop the first letter of the synonym for hesitation: if so that seems legal to me. However, if there is something more Denisish (= devious ) going on, perhaps not... On the above premise, my guess is back = confirm, with (a)back = 'esitation.

Following your line of thought Lex another possibility would be (w)aver
