This looks like a not quite double def, with ' indicating that we have to drop the first letter of the synonym for hesitation: if so that seems legal to me. However, if there is something more Denisish (= devious wink ) going on, perhaps not...

On the above premise, my guess is back = confirm, with (a)back = 'esitation. smile
